Update: Investor offered 1m for 25% - I will not promote

I recently got an offer of 1m for 25%. Our entire pre-seed funding amount. But we initially offered 15%. Here is the update. I proposed 18.5% with a buy-back option for the 3.5% if we hit our revenue targets in 2028. They came back with this: I feel like they do have the best interest in us as founders.
