What kind of media server can do this? Pushing songs directly to iphones locally

Hi, Trying to get off my last subscription, apple music. Have a music smb server setup for a while, VLC iphone app works great to play any of the songs locally or download them to iphone locally. Now want to expand it to my family, everyone lives in the same house, no remote functionality needed. Is there a way to setup everyone's iphone to accept new songs pushed by me/server and automatically download to each of the devices? Ideally it would only happen locally when they are home connected to same network
