I'm looking for a self-hosted URL shortener that handles abuse without heavy ops work

I ran YOURLS on a VPS for two years and it was fine until I got a takedown notice last month because someone used my links for spam, I had reCaptcha and geo blocking but it still happened. I looked at shlink and Dub.co self-hosted but the dependency stack is wild. I don't want to manage fail2ban and crowdsec for a link shortener.
