I had the same experience. It was not possible to reset full disk access if an app was already installed on Ventura and the computer was then updated to Sonoma. After some really idiotic exchanges where I had to make a video of the behavior Apple told me that this was not a security concern. The bug was finally fixed this year with some Tahoe update.

I didn't bother to report that it is trivial to circumvent the notification about App Background Activity. I think that bug is still there.
