How to? Find a CTO with determinant math engine experience. I will not promote.

What is the best place to look for a CTO that has experience working with/building math engines. A huge plus would be a structural engineering knowledge. I am starting work on a project that will require working with an existing MIT math engine, but eventually building a new one.
