Is "it just started working again" an answer?

I sporadically see self-answers (like this one from earlier today) posted which read in the spirit of:

I'm not sure (what I did | if I did anything differently), but it just started working again.

My initial inclination is to flag these as "not an answer" since:

• it fundamentally does not ever "answer" the question, in the sense of resolving whatever was the core issue described in the initial question, and

• it (consequently) provides next to no value to future visitors to the question having the same problem described in the associated Question, as the "solution" doesn't have any specific replicability.

On the other hand, the current NAA guidance in the Answer flag dialog reads:

deleted for not answering the question

Answers should not be used in the place of an edit to the question, to comment to other posters, or to ask a different question. This flag can result in their deletion.

These types of "answers":

• are clearly not "in the place of an edit to the question",

• are not attempts "to comment to other posters", and

• are not attempts "to ask a different question" entirely.

Are these types of answers, where things magically begin working again for an OP, truly "answers", or are they valid NAA flag candidates? Alternatively, is this one of those situations where "downvote & move on" is most suitable?
