Whiter than white?

I came across a logo on LinkedIn that appears to be glowing in a fairly remarkable way - at least in desktop/Chrome. When I screenshot it and eyedropper it in PS I get FFFFFF in all location that are and "should be" white - and the glowy effect also seems gone. What is this voodoo?
